Singapore Customs plays a vital role in securing Singapore’s borders, facilitating international trade and safeguarding government revenue. DIA partnered with Singapore Customs to redefine its brand strategy, strengthen public understanding, enhance employee engagement and position the organisation for the future.

The Challenge

Singapore Customs was widely recognised for its enforcement role, yet public understanding of its broader contribution to Singapore’s economy and international trade remained limited. Confusion with other government agencies, low public engagement and increasing competition for talent highlighted the need for a clearer and more compelling brand.

 

The organisation also sought to strengthen its internal culture, better align its sub-brands and establish a stronger employer value proposition to attract and retain future talent.

Our Approach

We developed a comprehensive brand transformation programme that aligned strategy, identity, communications and culture.

 

Our work included brand research, stakeholder engagement and strategic workshops to define a distinctive brand positioning and a clear brand promise: “Ensuring Revenue. Enabling Trade.” This simplified Singapore Customs’ role for the public while reinforcing its contribution to Singapore’s economic prosperity.

 

To bring the strategy to life, we refreshed the corporate identity and created a dynamic visual identity system, brand architecture and messaging framework that strengthened consistency across communications.

 

We also developed the Employer Value Proposition, “Protector. Enabler. Connector.”, together with internal engagement programmes, leadership workshops and brand training to build a more progressive, collaborative and future-ready organisation.

The Impact

Singapore Customs now has a stronger, more distinctive brand that better reflects its strategic role in enabling trade, protecting revenue and supporting Singapore’s economic growth.

The refreshed identity, communications and employer branding have strengthened public understanding, improved organisational alignment and provided a clear platform to attract talent and support future growth.

Today, Singapore Customs continues its ambition to be recognised not only as a trusted regulator, but as one of the world’s leading customs administrations.

The Impact

The launch was a resounding success with the presence of the Energy Minister and other stalwarts from industry.
